San Diego, CA - California Miramar University (CalMU) today announced the appointment of Najibullah Sare as its new Chief Operating Officer (COO), effective immediately. Sare brings more than 24 years of experience in the education sector, including over two decades in senior and executive leadership roles.
Raised and educated in Germany, Sare is known for his transformational leadership, with a career focused on operational efficiency, student success, and institutional growth. Throughout his career, he has driven sustainable improvements across organizations, ensuring regulatory compliance while fostering a culture of innovation.
In his role at CalMU, Sare will oversee university operations and advance institutional goals aligned with the university’s mission of delivering quality, flexible, and student-centered education. His leadership philosophy is anchored in three core principles: a steadfast commitment to compliance, a relentless focus on student satisfaction, and a deep investment in staff development.
Sare succeeds Jean Foster, who served previously as CalMU’s COO during a critical period of growth and modernization for the university. During her tenure, Foster provided steady leadership that strengthened the university’s operations and infrastructure. Her accomplishments include overseeing multi-campus coordination, leading a campus-wide digital transformation, and onboarding performance platforms to improve strategic oversight. The university extends its sincere gratitude to Jean Foster for her exceptional service and lasting contributions to CalMU.
